The Commissioning Manager reports to the Construction Manager/Project Manager/Project Director. The Commissioning Manager overseas, directs, and assesses information related to testing and commissioning of the project on time, in a safe manner, within budget, and to the quality specified by the contract documents.
Responsibilities includes but not limited to the following:
- Act as a Lead for the Commissioning Team.
- Assemble a commissioning team, hold a project commissioning meeting, and identify responsibilities.
- Document Owner’s requirements per contractual agreement.
- Establish “common success criteria” for project. (Scope, Schedule, Cost, Quality, Resources,
- Communication)
- Verify and document that building systems meet plans and specifications.
- Facilitate training session for facilities personnel to properly operate and maintain systems.
- Increase operational start-up efficiency.
- Participation through all Commissioning (Cx) Process will be an added value. (Design, Construction, Occupancy) Participate on design development. Review/Update Client’s project requirements, review Basis of Design (BoD) by design team members after each design review session.
- Identify design issues that will cause problems with start-up, testing, or performance during Design Phase.
- Develop draft Cx plan. Fill in detail information including team member responsibilities, Cx scope of work, testing protocols, preliminary schedule, and deliverables for specific systems and equipment to be commissioned.
- Update Cx plan, develop testing protocols, review design to ensure maintainability and constructability, develop Cx specification noting contractor Cx responsibilities on Cx.
- Review submittals from contractor. Schedule and lead commissioning meetings as needed with the Cx Team.
- Develop full commissioning specifications for all commissioned equipment. Coordinate this with the Client, Consultants, Contractor and integrate the commissioning specifications into the overall project.
- specification package. Present the Client with the planned documents to be used so that the Client has an idea of the content, rigor and format being proposed.
- Review the project specifications and provide comments and additional language, as needed.
- Participate in functional performance testing process/commissioning inspections. Record issue log during commissioning.
Requirements:
- 5 - 10 years working experience in factory/data center construction/facility maintenance, operation and/or commissioning.
- Experienced M&E manager/ QAQC manager and/or Design/Construction/Operations with expertise in factory/data center systems’ commissioning.
- Ideal candidate is knowledgeable in QAQC concept & commissioning process. Understand process chemical and gas, Fire systems, water systems, cleanroom and various mechanical & electrical.
- Familiar with the ASHRAE guidelines, international code, and standards.
- Exposure in LEED certification will be an added value.
- Exposure in design consultancy will be an added value.
- The candidate require exposure in design, construction, and commissioning phase of the project.
- Experience with design firm and contractor will be an added value.
- Require working experience in industrial/data Centre/semi-conductor market segment.
- Must be familiar with the cleanroom requirement, systems, and processes in the factory.
- Excellent verbal and written communication skills with proficiency in Mandarin.
