Responsibilities:

  • Responsible to provide the operation and maintenance experienced, best practices, lessons learnt input to the project during EPC phases to ensure facility design meet the regulatory, company and operation practice and standard.
  • Work with project engineering to ensure project deliverable align with Maintenance and Inspection requirement.
  • Work with project and actively contribute to construction, pre-commissioning, commissioning activities.
  • Lead Maintenance team in hydrocarbon commissioning and plant start up.
  • Focal person in Offshore (Maintenance) Operation Readiness and assurance (ORA) preparation.
  • Directs, supervises, and coordinates maintenance activities on offshore facilities covering mechanical, electrical, instrument, IT in order to ensure safe and efficient running of equipment with minimum plant downtime, and smooth operations.
  • Ensure all facilities are maintained in compliance with legislation and Company management system.

Principal Accountabilities

Project Phase

  • Be the operation representative in project phases and represent asset owner to ensure that the facilities are designed and built to a desired standard.
  • Ensure operability, maintainability, and human factor Engineering are considered in the facilities design.
  • Ensure Engineering design reviews are adequately represented from the Maintenance perspective.
  • Ensure the Start-up requirements are identified and incorporated.
  • Develop Operating and Maintenance manual, procedure, and guideline prior entering operation phase.
  • Ensure the facility design is aligned with Operations & Maintenance Philosophy and meet the objective of Not Normally Manned facilities.
  • Focal person in Maintenance and Inspection Preparation as part of Operation Readiness and Assurance team (ORA), this shall include and not limit to material, equipment, spare part, procedure, work instruction.
  • Review Spare Parts List, OEM planned maintenance recommendations, CMMS, RAM study deliverables, RCM deliverables.

Operations Phase

  • Responsible and accountable for Maintenance and Inspection of Offshore facilities to ensure highest SSHE performance and maximum Reliability and Asset Integrity of the plant.
  • Preventive Maintenance is executed in timely manner as per planned. Periodically review and amend work schedules as per the operating conditions.
  • Supervise the monitoring of equipment performance and recording of maintenance history for all assigned machinery and equipment.
  • Maximize equipment availability to enable to meet the production targets while ensuring safe operating condition and align with maintenance strategy.
  • Direct, supervise and coordinate all repairs, replacement, installation, and troubleshooting. Determine priorities and action plan, ensure the minimization of downtime and cost effectiveness.
  • Collaborate with maintenance support functions for equipment repairing/overhauling, spare part, manpower support.
  • Be a focal person to manage field maintenance activities including PM campaign, scheduling, isolation, repair, replacement, installation, material request and transport, and development of contingency programs.
  • Participate and support in maintenance contracts preparation and implementation.
  • Implement and propose enhancement to performance standard, procedural control, and emergency response procedure to contribute to the progressive improvement of the offshore Safety Management System
  • Schedule and plan for major shutdown and start-up. Prepare procedures; define operational constraints and recommend appropriate configurations that will minimize downtime and production loss.
  • Prepare, review routine and non-routine accurate maintenance reports.
  • Review and Approve notification and work orders related to maintenance activities.
  • Supervise team on the preparation and isolation of any work areas or equipment incompliance with isolation procedures, rules and regulations.
  • Provide accurate maintenance handovers to counterparts.
  • Promote and implementation of best practice, technical innovations and improvement at site.
  • Ensure all latest updated technical documentation are available onsite.
  • Cultivate ownership of equipment and tools to ensure availability and reliability.
  • Conduct audit and inspections to evaluate equipment condition to determine are of improvement and necessary remedial action.
  • Monitor and ensure strict enforcement and awareness of the Company’s SSHE policy, rules and regulations to all areas of activities on field operation.
  • Supervise all personnel including third parties to ensure work complied with relevant procedures e.g. PPGUA, HSE, Maintenance Standard Procedure
  • Manage team competence development and performance.

Safety Responsibilities

  • Act as Emergency Respond team member as per delegated role during emergency.
  • Ensure that all contractors and vendors are made aware of their responsibilities for managing health, safety, and emergency response.
  • Ensuring that the maintenance activities are performed in accordance with the applicable Management System, Company Policies, Procedures, work instructions and regulatory requirements.
  • Actively promotes SSHE activities, manages SSHE risks and shares learning’s. Risk and control framework is effectively implemented.
  • Promote and Implementation of Company Stop Work Policy.
  • Regularly audit and inspect worksites to ensure the adherence to statutory and Company’s standard.
  • Report all accident, incidents, near-misses and dangerous occurrences.
  • Implement Manager of Change (MOC) where appliable as per Company standard and procedure.

Qualifications:

  • Bachelor’s degree in electrical, instrument, mechanical engineering or recognized equivalent with a good appreciation of all maintenance disciplines, specifically in a computerized control system.
  • 15 years’ experience in hydrocarbon production industry environment with minimum 5 years in maintenance management capacity/Supervisory or acting Supervisory role
  • Experience in H2S and CO2 oil and gas operating facilities.
  • Broad knowledge and competence in oil and gas facilities maintenance and process.
  • Strong planning, interpersonal, managerial, communication and supervisory skills
  • Excellent command of both spoken and written English
  • Have knowledge of business drivers affecting MOC (Management of Change).
  • Good knowledge of computer applications
  • Managing OJT and knowledge transfer
  • Flexibility in mobility as per the project and operation requirement
