Purpose of the job

The main responsibility of this role is to provide assistance to the National Policy Lead with respect to technical policy, legal, and advocacy tasks related with the WWF-Malaysia Climate Change Strategy scope of work primarily, and to provide technical policy and legal support with respect to advocacy priorities in connection with the WWF-Malaysia 2030 Organisational Strategy, secondarily.

These include the scope of;

  1. Climate change laws and policies [covering governance, loss and damage, carbon trading and nature based solutions]
  2. Biodiversity Conservation and governance
  3. Environmental protection, sustainable development and governance

Key Outputs

  1. Analysis of conservation governance issues that are related to and climate change and conservation at the national level and state level [Peninsular Malaysia]
  2. Policy papers in the manner of recommendation papers, briefs, position and technical reports related to the WWF-Malaysia Climate Change Strategy and Goals
  3. Database of key legislation, policies, plans, guidelines and papers and reports related to Climate Change Strategy conservation efforts/objectives
  4. Funding proposals for climate change and conservation as and when the opportunity arises, in particular with respect to policy, advocacy and legal components

Major Activities

  1. Assist in identifying, monitoring, analysing and summarizing policies, plans, development documents with a focus on governance and legal frameworks that have potential environmental impacts on work related to climate change and conservation. This includes national, state and local level instruments
  2. Assist in providing technical policy and legal advice, input, and guidance in the review and implementation of the Climate Change Strategy and the WWF Malaysia 2030 Strategy.
  3. Coordinate the review of policies, plans, laws and documents open for public consultation relevant to the WWF- Malaysia Climate Change Strategy and WWF Malaysia 2030 Strategy and provide technical input on the same, as and when necessary
  4. Support the development of suitable advocacy materials such as policy and advocacy papers, presentations or articles targeted at decision makers, stakeholders or influencers from various backgrounds with the view to raise awareness on critical issues and/or strengthen environmental and natural resource governance in Malaysia
  5. Provide Assistance in reviewing WWF global and practice position and advocacy materials as and when needed to include and reflect conservation interests of Malaysia in these materials.
  6. Establish and maintain working relationships with relevant external partners/stakeholders in order to advocate and drive policy change
  7. Assist in organising policy dialogues with internal/external stakeholders, as and when necessary
  8. Assist in identifying opportunities and channels for advocacy and promotion of policy recommendations relevant to the Climate Change Strategy and the WWF Malaysia 2030 Strategy
  9. Assist in reviewing documentations (i.e. technical reports, concept papers, proposals, position papers etc.) intended for external stakeholders for technical accuracy, as and when required
  10. Assist in providing technical advice (in relation to policy and legal aspects) in the planning, implementation, monitoring and evaluation of the Climate Change Strategy
  11. Participate meaningfully and ensure appropriate representation of WWF-Malaysia’s views and positions when delegated with the responsibility to represent the organisation on government initiated committees, NGO committees, advisory groups and other relevant bodies within Malaysia.

Specifications

  1. A graduate with related academic background or a degree preferably in public policy or law. Qualifications in fields such as environmental policy, natural resource management, political science, environmental science, law, sustainable development or related study will be considered.
  2. Three (3) working years in a related field and similar capacity would be an added advantage.
  3. Proven good working knowledge and understanding of environmental, conservation and sustainability issues at the global and national level with a focus on governance and legal matters pertaining to climate change and/ or environmental conservation in Malaysia.
  4. An energetic self-starter who proactively looks out for new, creative ideas to strengthen environmental governance.
  5. Resourceful, possess good research and analytical skills, innovative and critical thinking, interpersonal skills, versatile ability to work in a team and work independently.
  6. Mature and able to work with minimal supervision and act on issues with professionalism.
  7. Computer literate of office applications and the internet, and have the ability to present to partners, stakeholders and potential donors.
  8. Excellent communication skills (written and oral) in English and Bahasa Malaysia.
  9. Organising and management skills are required.
  10. Able to constantly accept challenges, demonstrates ability to follow through tasks, meet deadlines and manage priorities.
  11. Able to work collaboratively with both internal and external stakeholders.
  12. Have the appropriate facilities to work from home effectively.
  13. Willing to travel as and when required.

Salary Range
