Main responsibilities:
1. Control overall evaluation processes and systems to ensure efficiency, effectiveness and value in all transactions. This translates to better value and services for customers. This is achieved through the implementation of suitable, consistent evaluation criteria, processes with check-and-balance mechanisms, monitoring tools and enforcement of approved procedures.
2. Review evaluations of tenders and proposals to provide management with recommendations that offer the best value and align with company procedures and goals. Decide on the suitable tender approach, review the tender evaluation report and make recommendations to management.
3. Assist in the development of standard guidelines for evaluation methodology and criteria.
4. Manage document control – Ensure, arrange and control the filing, storage and security of related documents.
5. Ensure proper documentation of processes for review and auditing.
6. Assist in the preparation of Standard Operating Procedures, guidelines, manuals and other documents related to departmental activities.
7. Liaise with consultants and implementing agents (water operators) regarding the evaluation process.
8. Perform other tasks as directed by a superior.

Tasks:
1. Review draft and final tender documents.
2. Serve as a member of the Commercial Evaluation Committee (CEC) –specializing in quantity surveying works.
3. Prepare evaluation and recommendation papers for the appointment of consultancy services for a quantity surveying consultant required for CAPEX – Major works.
4. Serve as a member of the Consultant Evaluation Committee (CEC) for the appointment of quantity surveying consultant services.
5. Arrange and finalize tender evaluation criteria (i.e., financial and commercial evaluation criteria by the appointed quantity surveying consultant).
6. Ensure that financial and commercial proposals during the evaluation meet criteria related to all civil and structural works.
7. Arrange and monitor the tender evaluation process (i.e., Major and Minor works).
8. Prepare evaluation and recommendation papers for internal tenders for CAPEX (i.e., Panel Term Contract/CPC Contract/Water Meter/Asset Disposal) as needed.
9. Arrange and attend Commercial Evaluation Committee Meetings.
10.Review and issue post-tender clarifications prepared by consultants or implementing agents (water operators) as needed.
11.Prepare CEC recommendations on commercial evaluations.
12.Compile and finalize the Tender Evaluation Report.
13.Present recommendations together with the Head of the Tender Evaluation Department to the Procurement Board for approval.
14.Prepare items for Approval (IFA) for the Procurement Board.
15.Arrange and prepare Board Papers or MOF (if applicable).
16.Arrange and attend post-tender clarification, interview or negotiation meetings as needed.
17.Prepare minutes of meetings (i.e., tender clarification, interview or negotiation meetings) if applicable.
18.Prepare the Letter of Acceptance (LOA) and Letter of Consent (LOC).
19.Update and enter project data (i.e., evaluation process and awards) into the PRM system.

Requirements:
 Recognized Degree in Quantity Surveying or its equivalent;
 At least 7 years’ experience in QS works in pre-contract (tendering);
 Proficiency in the use of MS Office suite including MS Excel, MS Word and MS PowerPoint;
 Proficiency in spoken and written English and Bahasa Malaysia is required;
 Excellent report writing, presentation and public speaking skills are essential;
 The candidate should possess good leadership attributes and be energetic;
 Being self-motivated, analytical, resourceful and having strong integrity are important qualities; and
 A good working attitude and willingness to travel are expected.
