We are seeking a dynamic individual to establish and manage our APAC payroll shared services, ensuring efficient and accurate payroll operations, and compliance with statutory regulations. This position will also oversee and drive the payroll transformation & implementation project for APAC, partnering with Finance, Human Resource, payroll service providers and IT.

Establish and manage all aspects of a centralized APAC payroll function to drive continuous improvements, efficiency, accuracy, compliance, and overall effectiveness of the payroll processes within the organization.

Knowledge, Skills and Abilities:

  • Effective, strong people and relationship management skills working with diverse stakeholders, service providers internally and externally.
  • A strong working knowledge of payroll, applicable laws and regulations in a number of countries within the APAC region.
  • Experience of reviewing systems, processes, data and people and making recommendations for change to ensure continual service improvement.
  • Ability to handle confidential and sensitive situations.
  • Meticulous with great attention to detail; must be well-organized and able to multi-task.
  • Strong analytical and problem-solving skills.
  • Self-motivating and taking a pro-active approach to leading change.
  • Be quality conscious.
  • Possess good communication & sound presentation skills.

Work Environment:

  • Prolonged sitting in front of a computer in an office environment
  • Minimal travel in APAC region

Experience:

  • 7-10 years Payroll management experience (multi countries in APAC)
  • Experience of leading payroll projects, alongside operational delivery.
  • Experience of reviewing systems, processes, data and people and making recommendations for change to ensure continual service improvements.
  • Hands-on shared service payroll experience will be an added advantage
  • Experience with the following system is a plus – Oracle/ SAPB1

Education:

  • Bachelor's degree in business administration, accounting, finance, or related field required, or an equivalent combination of education and experience.
  • Whilst a recognized payroll qualification would be preferred, we would consider applications where equivalent knowledge and expertise has been obtained via experience.

Establish and manage all aspects of a centralized APAC payroll function to drive continuous improvements, efficiency, accuracy, compliance, and overall effectiveness of the payroll processes within the organization. This includes:

  • Lead the implementation of payroll, leave and time management solution in the CooperVision APAC entities.
  • Payroll Processing & reporting –
    • Responsible for full cycle of payroll ensuring the pre-payroll processing tasks are completed, the payrolls are run, and the post processing tasks completed, all in a timely, accurate and compliant manner.
    • Perform full balancing of net payment for payroll and monthly payroll reconciliation.
    • Ensure journal entries and account reconciliations are prepared accurately and timely according to schedules including but not limited to accounting for accrued payroll, taxes, garnishments, and benefits.
    • Manage preparation and timely distribution of monthly, quarterly and year-end payroll reports including gross payroll, hours worked, vacation accrual, tax deductions, benefit deductions for both management and all external parties.
    • Ensure all payroll, statutory contributions, statutory claims and tax reporting requirements are accurate, timely submitted and in compliance with Company policies and applicable tax reporting regulations.
    • Ensure confidentiality of sensitive data and protects payroll operations by keeping payroll information confidential.
  • Partner with the Manager Vendor Relations and HRBP to be co-administrators of the payroll, leave and time management systems for time entry and payroll.
  • Ensure systems are set up and updated as needed including wages and paid time-off and is in-line with Company policies.
  • Monitor and manage vendor performance and their service levels.
  • Responsible for developing and maintaining payroll policies, controls and procedures and lead improvement in financial systems and processes.
  • Ensure strong internal controls, constantly seeking ways to improve operating efficiency.
  • Support internal and external audits as well as all local tax compliance related to payroll.
  • Ensure payroll function is compliant with related SOX controls.
  • Assist independent auditors with year-end financial audit and preparation of the companies' annual report and income tax returns.
  • Take a lead role on all HR change programs that have a direct impact on payroll, including leading the payroll team through any testing and changes to payroll processes and acting as the payroll SME for such programs.
  • Accountable for ensuring that payroll business continuity and crisis management is accurately documented and tested at appropriate intervals.
  • Handle and resolve employees' enquiries pertaining to payroll matters.
  • Complete work on special projects as assigned.
  • Develop and maintain strong relationships with the Human Resources, Finance, and Business Unit leadership, in order to be a trusted business partner.
  • Keep up to date with payroll and related knowledge through external networking and attending conferences, bringing back leading edge and innovative payroll thinking and sharing this with the team and HR Leadership.
  • Communicate with payroll team, broader HR and the business on all changes related to statutory and legislative requirements.
