Background and Role Purpose:

Due to operational expansion within Malaysia and a changing contractual picture in Hong Kong, we are seeking an accomplished Project Manager to head up electrical / mechanical engineering and maintenance projects prioritising safety above all other factors as well as assist with business development both in terms of tendering as well as research, planning and innovation for business opportunities. The successful candidate will be primarily based in Kuala Lumpur and required to attend sites across Malaysia often in support of power generation maintenance. The role also requires a portion of time to be spent in Hong Kong to support electrical project works on the ground. This is estimated to be around 35% of the time but may vary according to operational requirements.

Works in Hong Kong will attract up to a 100% salary uplift as well as travel and accommodation expenses.

Necessary skills and experience for the role:

  • Bachelor’s degree in Electrical / Mechanical Engineering or related engineering discipline.
  • Project Management Qualification e.g. APM, PRINCE 2, LEAN/SIX SIGMA.
  • IOSH Managing Safely or equivalent/higher safety qualification.
  • Minimum of 10 years site Electrical / Mechanical engineering experience in an industrial or construction setting (this could be outside the power sector). Fewer years would be considered if these are spread across different sectors.
  • 5 years in a project management role, regardless of sector, managing large maintenance or engineering projects. (This can be parallel with the site experience)
  • Demonstrated experience in team leadership/goal achievement will be considered where the above cannot be met.
  • Experience in positioning, planning and leading tender responses, being particularly mindful of resource requirements, company strategy/objectives as well as commercial risk.
  • Good Command of spoken and written English & Cantonese.
  • The ability to think critically as well make evidence-based decisions.
  • Ability to use MS Office packages.
  • Able to communicate effectively with both staff and clients at all levels.
  • Strong analytical, interpersonal and negotiation skills.
  • Must be a detail oriented, self-starter and able to work without supervision while maintaining goals/tasks.

Desirable qualifications & experience for the role:

  • Chartered Engineer
  • NEC accreditation or otherwise demonstrable knowledge on construction contracts for infrastructure projects including change control and contract administration.
  • Advanced Excel or PowerBI skills.
  • Command of spoken Mandarin.
  • Strong problem-solving and decision-making abilities, especially when considering project profitability.
  • Proficiency in using maintenance management software and tools.
  • Knowledge of safety regulations and compliance standards in industry, with a focus on minimizing commercial risks.
  • Ability to thrive in a fast-paced, dynamic environment with a dedication to project profitability.

Key Accountabilities

Operational Safety

  • Implement and enforce safety procedures and standards within assigned projects to create a secure working environment for all team members and encourage an open, positive safety culture.

General

  • Stay updated on industry best practices, emerging technologies, and regulatory changes related to electrical / mechanical engineering maintenance with a focus on their impact on commercial performance.

Client Management

  • Act as a point of contact for the client, responding to their requests whilst balancing their needs as well as the company’s requirements.
  • Balance the needs of HIS and the Client.

Engineering Operations

  • Oversee the maintenance and engineering works, with a focus on safety, quality and profitability.
  • Collaborate with engineers and supervisors to resource projects in order to meet client scope, schedule and quality requirements
  • Ensure the timely execution of project works while maintaining high safety standards, regulatory compliance, and budget adherence.
  • Work closely with procurement and inventory management to maintain a cost-effective process for dealing with third party costs such as materials, tooling, spare parts and subcontractors.

Project Management

  • Develop accurate project plans and cost forecasts for works
  • Track project costs and progress vs the plan through communication with the project team and frequent site visits; striving for cost-efficiency while enhancing commercial performance and profitability.
  • Generate reports and key performance indicators to assess the effectiveness of maintenance operations, project profitability, and identify areas for improvement.
  • Forecast project resources and costs, minimising unallocated staff.

Business Development

  • Lead tenders and EOI requests as allocated by the Engineering Bid Estimator.
  • Consider innovative methods and materials to add value for the client or improve project performance.
  • Consider ways HIS may better position themselves within the local market to develop business further.
