Responsibilities:
- Direct and manage the daily operations of the Human Resource Department of the Bar Council Secretariat (“Organisation”).
- Manage overall human resource functions of the Organisation, including recruitment and selection, remuneration, compensation and benefits, performance management, and employee engagement / relations, such as handling and resolving conflicts, grievances, and disciplinary matters.
- Develop, execute, monitor, evaluate and refine human resource-related policies, systems and processes, and identify areas for improvement to support the attainment of the organisation’s values and objectives, as well as implement other value-added initiatives as necessary.
- Keep abreast of relevant legislation and employment law-related issues, provide advice on appropriate and/or necessary changes to the Organisation’s policies and procedures, and ensure such changes are communicated clearly and effectively to relevant parties within the Organisation.
- Support employee development / training and professional development requirements of all levels.
- Recommend and implement suitable change management concepts for effective transformation.
- Recommend and implement strategies to support the well-being of employees.
- Manage internal communications and serve as the primary reference point for matters relating to employee relations and employment issues.
- Report to the Chief Executive Officer (“CEO”) and Deputy Chief Executive Officer (“DCEO”) on matters pertaining to the human resource functions and requirements of the Organisation.
- Perform other ad hoc duties or special projects assigned by the CEO and DCEO.
Qualifications and Requirements:
- Possess an undergraduate degree or postgraduate degree in a relevant field, preferably in human resource-related discipline, eg Human Resource Management, Psychology, Education, or Business Administration.
- A minimum of eight years’ professional experience, including at least five years in a managerial or supervisory position.
- Experienced in implementing practical and effective organisational / human resource-related policies and strategies.
- Possess sound knowledge of local employment law and practices.
- Possess an adequate understanding of trends in human resource and change management to drive transformation.
- Able to develop clear and accessible human resource-related policies, systems and processes.
- Able to manage and resolve employee relations and employment issues.
- Excellent command of English and good command of Bahasa Malaysia, both written and spoken.
- Must exercise a high degree of independent judgment and initiative. Detail-oriented, consistent, and have strong analytical, problem-solving, and organisational skills.
- Excellent interpersonal and communication skills. Able to build and maintain productive relationships with diverse individuals and groups.
- Possess experience in successful recruitment, change management, organisational development, employee development, training and professional development, and coaching / mentoring.
- Possess a sense of discretion and able to maintain confidentiality.
- Self-motivated, dedicated, with a strong sense of purpose and responsibility, and possess strong leadership skills and people skills.
- Adaptive and collaborative, yet able to work independently in a challenging environment with minimum supervision.
- High level of computer literacy, including proficiency in using Microsoft Office Suite or Google Workplace applications. Able to use online management systems.
