Qualified and experienced Consultant(s) for the SCOPE OF WORKS which shall include but shall not be limited to the following: (a) Provision of technical advice in pre-survey planning of specific work scope. This shall include the preparation of tender and contract documents. (b) Review all potential constraints to the survey operations and propose suitable equipment, systems and techniques to be used to ensure effective and efficient implementation of data acquisition operations. (c) Reviews of project execution plan, specifications, methodology, survey personnel competency and propose any improvement for the QC Supervision. (d) Representing Geomatics for project planning discussions and audit including any meeting either at PETRONAS facilities or outside, HSSE review session, office or warehouse visit, proof of concept etc. (e) Conduct technical studies and reviews of specifications and methodologies to propose standard guidelines for the QC Supervision of any survey operations. (f) Provision of training, in terms of briefings and discussions, advice and explanation to COMPANY's personnel and trainees, etc. on activities or operations on any of the work scopes. (g) Provide a brief description, results, findings and project presentation upon project completion to COMPANY. Content as per agreed by COMPANY. Field Assignments: CONTRACTOR shall provide qualified and experienced Consultants for the SCOPE OF WORKS which shall include but shall not be limited to the following: (a) On-site supervision and quality control of field operations of Platform Integrity Survey and Monitoring: • Platform Structural Deformation survey • Platform Structural Verification Survey • Platform Airgap Survey • Platform CSMS Establishment Ensure works are performed in accordance with COMPANY's technical specifications as per contract. (b) Conduct and/or supervise pre-mobilization technical inspection/review prior to the commencement of survey. (c) Verify and witness all equipment and systems function tests and conduct technical inspection/review to ensure all equipment, integrated equipment and systems (Platform Structural Deformation Survey/Platform Structural Verification Survey/Platform CSMS) are working properly/correctly according to the manufacturers’ specification. (d) Ensure all required systems and instruments are properly installed with full compliance to survey geodetic fundamental and industry standard survey methodology. (e) Monitor contractor’s overall performance based on the contract’s specifications and requirements and the agreed schedule. (f) Ensure that all survey contractor equipment is maintained in good working order and is serviced and verified as valid calibrated prior to used. (g) Ensure the survey scopes of works are performed in accordance with code, standards, and procedures. (h) Ensure satisfactory survey quality records are progressively collated, indexed, filed, store and maintained. (i) Ensure that solutions provided to resolve problems do not adversely affect safety, integrity, or the commercial aspects of the asset/project. (j) Actively participate in pertinent HSE/Quality/Technical audits and campaign as required. (k) Approve acquired data as acceptable and complete to be processed. (l) Liaise with facilities personnel in regard to PTW, in the absence of COMPANY SITE REPRESENTATIVE. (m) Provision of advice and explanation to COMPANY's field representative(s) on all relevant aspects of survey activities. (n) Provision of consultancy and knowledge transfer to COMPANY’s On Job Trainee (OJT) on all aspects of offshore construction, installation and LBL survey. (o) Provision of daily written summaries of the survey operations, including details of line productions and specifying the rationales for decisions taken regarding the survey operations. Consultant is required to use laptop type computer complete for reporting and analysis of survey data. (p) Provision of a complete technical and operation survey report at the completion of survey works. The report(s) shall include an analysis/assessment of the equipment installation of CSMS, technical performance of the recorded data and equipment during the acquisition, complete logs that highlight the operation status and problems and statistics of the survey operations. (q) QC Supervision of the data processing and reporting at the processing centers designated by COMPANY. Personnel Experiences: The personnel for the SCOPE OF WORKS shall be professionally qualified and widely experienced. The personnel must be equipped with GNSS positioning knowledge and has experience with various equipment such as Veripos, C-Nav, Trimble, Garmin, Hemisphere, Topcon, etc. Must have experience and knowledge in Platform Deformation Survey, Scientific GNSS Data Processing, Tidal Observation/Air Gap Survey, Tectonic Geomorphology and Continuous Subsidence Monitoring. The qualifications and experience shall include but not limited to the following: (c) Working Experience - Must have experience in handling five (5) platform deformation and airgaps survey projects as Geomatics QC consultants and/or ten (10) platform deformation and airgaps survey projects as surveyor for the last five (5) years. (d) Education Background - Must possess Bachelor’s Degree or equivalent qualifications in Geomatics or other related field with minimum seven (7) years of experiences in the industry OR Diploma or equivalent qualifications in Geomatics or other related field with minimum ten (10) years of experiences in the industry.
