Commercial Executive/ Officer, Southern Regional Office (PUWS)

Job Description:

The Commercial Executive/ Officer at the Southern Regional Office is responsible for planning, coordinating, and executing activities related to RAC leasing in the Southern Region/ Zone. This includes handling new applications, lease extensions/ renewals, appeals, emerging issues such as amendments and adjustments to leases, and lease terminations. Additionally, will be involved in activities related to revenue collection and rental arrears. The officer also acts as a representative for RAC in meetings concerning commercial issues in the Southern Region/ Zone.

Key Responsibilities:

Activities Related to Leasing

  • Assist customers visiting the PUWS office or calling regarding leasing matters, such as inquiries about leasing locations, registration procedures, leasing conditions, kiosk availability, and related issues.
  • Coordinate site visits with existing and potential lessees, including scheduling appointments and conducting site assessments for new lease applications, site adjustments, and emerging issues.
  • Handle complaints and conduct investigations related to lessee or third-party grievances concerning commercial activities.
  • Communicate findings from site assessments to the RAC HQ through written reports, emails, WhatsApp messages, or phone calls.
  • Present leasing matters at the RAC Leasing and Tenancy Committee (JKPP) meetings.
  • Identify potential areas of railway land ownership/ reserves that can be commercialized/ rented.
  • Conduct monitoring visits to lessees’ sites to check compliance with leasing conditions.
  • Coordinate site visits with relevant stakeholders, such as KTMB and Fiberails (if applicable), to obtain feedback on leasing matters.
  • Monitor and coordinate tasks with Associate Commercial PUWS for delivering rental documentation to active RAC lessees.

Activities Related to Revenue Collection

  • Coordinate rental collections or overdue payments from lessees making payments at the PUWS counter.
  • Follow up with lessees who have arrears through calls, reminding them to settle their dues promptly.
  • Coordinate with Associate Commercial PUWS to make follow-up calls and site visits to existing lessees (if necessary) for RAILS application registration and assist customers with the registration and usage procedures of the RAILS application.

Monitoring Parking Operators

  • Oversee the cleanliness and operations of parking areas under the supervision of the Parking Operator.

RAC Representative

  • Act as a representative for RAC in meetings, gatherings, and site visits with community leaders/ local authorities (PBT).
  • Collaborate with Headquarters/ other PUWs to determine land boundaries and safety distances for leasing activities.

Qualifications:

  • Bachelor’s degree in Business Administration, Commerce, or a related field.
  • Minimum of 4 years of experience in commercial leasing, property management, or related fields.
  • Experience in customer service or stakeholder engagement is preferred.
  • Communication Skills: Excellent verbal and written communication skills to effectively interact with clients, stakeholders, and internal teams.
  • Analytical Skills: Strong analytical and problem-solving skills to assess lease agreements, compliance, and site evaluations.
  • Organizational Skills: Ability to manage multiple tasks, coordinate site visits, and maintain accurate records efficiently.
  • Negotiation Skills: Proficiency in negotiating lease terms and resolving disputes.
  • Technical Skills: Familiarity with leasing management software and applications
  • Strong interpersonal skills with the ability to build relationships with clients and stakeholders.
  • Detail-oriented with a proactive approach to addressing issues.
  • Ability to work independently and as part of a team in a dynamic environment.
  • Knowledge of local regulations and policies related to commercial leasing and property management.
  • Valid driver’s license for site visits and stakeholder meetings.
  • Willingness to travel within the Southern Region/ Zone as required.
