Responsibilities

  • Lead the development, implementation, and enforcement of policies, procedures, and practices required for the safe, efficient, and reliable operation of the WTE plant's systems and equipment. Ensure compliance with all relevant regulations, including environmental standards specific to waste management and energy production.
  • Oversee and optimize plant operations, ensuring that waste processing and energy generation are conducted efficiently and in accordance with the Power Purchase Agreement. Develop strategies to improve plant efficiency, reduce downtime, and manage waste streams effectively.
  • Familiar with all project agreements, licenses and consents including those not directly associated with the plant O&M activities.
  • Responsible for development of the SOPs, method statements, checklists for the Operational activities, setting up of Safety Systems, Plant Performance monitoring systems, energy and feedstock billing systems etc.
  • Ensure that the plant’s operations adhere to environmental regulations, including emissions control and waste handling. Maintain comprehensive records of plant operations, including operating logs, environmental monitoring, trend logs, and chemistry logs. Implement measures to minimize the plant's environmental impact.
  • Prepare and manage one-year, three-year, and five-year Operational Plans and budgets, integrating them with the plant’s Maintenance Plan. Align operational activities with the plant’s strategic goals and financial objectives.
  • Prepare and present periodic reports on plant performance, environmental compliance, and operational efficiency to the Plant Manager and other stakeholders.
  • Oversee the selection, training, and development of Operations Department personnel. Foster a culture of continuous improvement and teamwork, ensuring that staff are equipped with the necessary skills and knowledge to operate the plant safely and efficiently.
  • Lead the response to operational emergencies, ensuring that procedures are followed to safeguard personnel, the public, and the environment. Conduct regular drills and training sessions to prepare the team for emergency situations.
  • Identify and implement opportunities for innovation in waste processing and energy generation. Stay abreast of industry trends and technological advancements to ensure the plant remains at the forefront of WTE operations.
  • Lead the plant startup and shutdown activities prior and post the schedule and/or unscheduled maintenance outages.
  • Lead the Operations team that consists of shift teams, chemical and fuel handling team.

Requirements

  • A Bachelor's Degree in Mechanical Engineering, Electrical Engineering, Environmental Engineering, or a related field is required; a Master's degree in a related discipline is a strong plus.
  • Must have at least 10 years of relevant experience, including a minimum of 5 years in a management position within the WTE or energy sector. Proven experience in managing WTE plant operations is highly preferred.
  • Excellent communication skills in English (written and verbal) are essential. Proficiency in Bahasa Malaysia and computer literacy are required. Strong leadership abilities, with a focus on team development and operational excellence, are critical.
  • Professional Engineer, Steam Engineer qualifications would be added advantage.
