JOB PURPOSE

Responsible for leading and controlling the day-to-day finance operations; leading and overseeing the management and statutory reporting function; overall responsible to oversee all investment activities and financial transactions of RTSO; Technical / financial support to subsidiaries and internal Division Heads / HODs, overall responsible for all income tax, custom duty, import duties and/or SST/GST matters and insurance and claim management.

KEY ACCOUNTABILITIES

A. Financial Management

  • Lead and control the day-to-day finance operations to timely and efficient delivery of service and effective financial management of Prasarana Corporate Office.

B. Management Reporting

  • Lead and oversee the preparation of the monthly consolidated financial statements and financial reports of Prasarana Group, in accordance with financial reporting requirements and standards for reporting to the Board Finance Committee and the Board of Directors of Prasarana, items including:

a. Monthly Consolidated financial statements

b. Monthly Group Financial Report

c. Quarterly Financial Updates

d. Other related information (financial / non-financial – e.g.: monthly ridership reports)

  • Lead and oversee the overall preparation and review of all management and business reporting as the Finance Business Partner, as an integral part of the management team to provide advice and financial guidance to businesses jointly with the Head of Finance of Rail / Bus / Pride and Business/Operation Heads to ensure key business and financial KPIs are delivered.
  • Work together with HoFs of Business Units, Planning & Strategy Dept, for the preparation of internal detailed analysis for senior management, culminating in presentation slides for internal performance meetings (e.g.: Monthly Senior Leadership & Quarterly BFC / Board meetings) for items including:
  • Revenue/cost identification and allocation by Rail by LRT/MRT lines, BUS by regions, Pride by business segment
  • Revenue and expense analysis (variance analysis)
  • Study of non-financial data (e.g.: Ridership patterns, the impact of various fare structures and subsidies)

C. Lead and oversee the preparation or compilation of any financial-related information as below, which is required for submission to MoF (GIC / SID / Budget Unit) and other government agencies, MOF Statistical Department periodically or on ad hoc basis:-

  • Management Reporting including basis and justification of incentive payment
  • Operation and maintenance cost details
  • Profit & loss by businesses/line/region
  • As the key liaison on behalf of Prasarana in dealing with the government agencies on all financial and reporting control and matters.

D. Statutory Reporting

  • Lead and plan for the preparation of annual audited financial statements of Prasarana Malaysia Berhad (“AFS of Prasarana”) to ensure AFS of Prasarana is free from any material misstatement and omission, and finalized timely for presentation to the Board of Directors for approval and adoption.
  • A key liaison with the external auditors, as the co-ordinator with all the Heads of Finance of subsidiaries (Rail, Bus, Pride) and head of the following Divisions in the Corporate Office, to plan, manage, co-ordinate to ensure all the relevant/required deliverables are finalized timely for the completion of year-end closing, audit adjustments and preparation of the AFS :-

a. HoFs – all financial details of subsidiaries

b. GPD / Contract Mgmt / IT / HCD etc – Accruals

c. HCD - Key Management Information & Remuneration etc

d. Co Sec – Directors’ Remuneration, Confirmation Form, Retirement etc

e. Group Treasury – Bank Confirmation, Borrowing Schedule / Notes, accrual of interest payables etc

  • As the overall co-ordinator to manage all audit issues, ML points are properly addressed and responded to for presentation to the BAC and Board, also the subsequent resolution of all ML points before the end of the next financial year.
  • Review the AFS of Rapid Rail, Rapid Bus, Pride, and all other subsidiaries to ensure the AFS are free from any material statements/errors or omissions.

E. Management of Key Investee Company In Singapore (RTSO)

  • Overall responsible to oversee all investment activities and financial transactions of RTSO.
  • Key liaison to deal with the CFO of SMRT, CEO / COO / HoF of RTSO on all financial / operation matters, cash flow projections, funding requirements of RTSO and to deal with MOT, MOT for the necessary source of funding of the investment in RTSO.

F. Technical / financial support to subsidiaries and internal Division Heads / HODs

  • Provide financial inputs/solutions on ad-hoc projects / financial issues as and when required, including tasks such as financial projections, and feasibility studies, as and when required as part of the overall finance support function.
  • Review SOP and ensure best practice systems, frameworks for effective financial management and ensuring there is continuous improvement.

a. Plans and designs methods to improve financial practices, processes, and systems, especially on the ongoing implementation of the Digital Revolution of the key functions: HR, Finance, and Procurement.

b. Participates in operational activity including the provision of budget and transactional approvals.

c. Provides a high level of service that cultivates and maintains strong working relationships and effectively communicates information, takes ownership and accountability for accuracy and timeliness.

G. Income Tax, GST, Sales & Service Tax (“SST”)

  • Overall responsible for all income tax, custom duty, import duties and/or SST/GST matters of Prasarana Group Companies and to review/ensure optimum tax position of group companies and ensure tax compliance, ie. tax computations / tax estimates are free from material errors/misstatements and timely submission to IRB and Customs.
  • Review, approve and/or sign final tax computation and tax returns before submission to Inland Revenue Department in accordance with DAL.

H. Insurance & Claim Management

  • Overall responsible for the comprehensive insurance program and annual renewal to safeguard Prasarana’s overall assets and liabilities risk exposures totalling RM130 billion, with insurance premium of approx. RM80 million per annum.
  • Oversee the insurance claim process to ensure and expedite the recovery on loss and/or damage to Prasarana’s property timely and mitigate financial loss on repair and/or replacement cost incurred

I. Staff Development

  • Coach and develop successors as well as identify training and developmental needs for Department staff to enhance Department’s human capital’s capabilities.

QUALIFICATIONS, SKILLS, COMPETENCIES & KNOWLEDGE:

  • Professional Qualification in Accounting (ie : MICPA, ICAEW, ACCA, CIMA etc) and Degree in Accounting, Economics or Business Finance with at least 12 years of relevant experience in Financial management and/or reporting
  • Experienced in Corporate finance and has strong analytical skills
  • Communication and presentation
  • Possess a high level of integrity, strong leadership qualities, and ability to lead a team.
  • Excellent interpersonal and communication skills.
