Job Purpose
Candidate will be assisting AVP Finance in managing the Procurement department and leading the team where the primary functions of the departments are;
i) Purchase Order Administration
ii) Conduct sourcing of Property related and general items
iii) Conduct regular review & updating the Procurement Framework & its operating Guidelines
iv) Review procurement templates/forms raised by Business Units (“BU”) to ensure alignment to the requirement of the Framework.
Candidate will play a pivotal role in training and grooming the staff, monitoring day-to day operations of the department to ensure the service level is met, also conducting department risk assessment and preparation and monitoring of the Procurement department’s budget.
Candidate will also be supporting the relevant stakeholder and requestor in providing advices and guidance on Procurement requirements for efficient and effective sourcing process conducted by the respective stakeholders.
The Job
- Assist AVP Finance to manage the Procurement department and support process centralisation setup within Great Eastern Group
- Review and revise Procurement framework, i.e. Policy, OG, Procedure annually and ensure any deviation is approved by Group Procurement
- Conduct yearly refresher briefing to session to Business Units and Management Team
- Attend to user query and provide advice on Procurement framework
- Review procurement templates, Expenditure Approval Form and provide comment to requestor, if any
- Review Purchase Order (“PO”), perform compliance check on supporting documents and approved PO
- Monitor the Sourcing team and provide guidance/input as and when required
- Overseeing Store Operations
- Prepare and monitor departmental budget and expenses
- Review and monitor department CRSA and BCM activities
- Assign as Procurement Department Risk Officer (“DRO”) and to perform yearly review on departmental RCSA, GPRA, Corruption Risk Management, incident reporting on LED and identify department Key Risk Indicators
- Managing Tender and Quotation submission process
- Manage and review exceptional handling request, i.e. waiver and deviation
- Attend tender or exceptional handling request meeting, as and when required
- Investigation and issuance of non-compliance (“NC”) incident against the framework
- Prepare report to Group Procurement on approved exceptional request and NC occurrence, quarterly
- Prepare report to Senior Management Team member on NC occurrence, quarterly
- Provide support to Group Procurement on ESG (sustainability) initiative
- Encourage and support teambuilding
- Assist AVP Finance, Financial Controller and CFO, on other functions as and when required
- Takes accountability in considering business and regulatory compliance risks and takes appropriate steps to mitigate the risks
- Maintains awareness of industry trends on regulatory compliance, emerging threats and technologies in order to understand the risk and better safeguard the company
- Highlights any potential concerns /risks and proactively shares best risk management practices
Our Requirements
- Degree in Supply Chain Management / Accounting / Finance / Business Administration or CIPS level 6
- 5-7 years of working experience with minimum 2 years of experience in Management roles, preferable in Supply Chain Management / Procurement
- Good background / knowledge of procurement operations
- Good time management and detailed-oriented
- Meticulous and good with numbers
- Able to work independently and a good team player
- Good communication skills – written & verbal
- Good presentation skills
- Analytical thinking
- Proficient in Microsoft Office / Excel and good computer skills
- Good negotiation and sourcing skills
- Good leadership skills
