1. Qualification • Minimum Degree in Engineering or equivalent • Minimum 10 years of working experience in oil and gas industry with at least 5 years working as similar capacity and position. I. Experience lead in mega projects or facilitate various aspects of onshore pre-commissioning, commissioning and start-up activities. II. Experience in project construction work sequence, quality, HSE aspect. III. Familiar in various aspects in integrating upstream multiple projects scales such infill, rejuvenation, modification, redevelopment etc. (for offshore project). 2. Competency/Skill • Lead and manage the overall Project CSU Deliverables, Key Activities and Execution Plan i.e., Plan & Procedures, Commissioning Quality, Systemization, Commissioning Safety, Commissioning Protocol, etc. throughout project phases • Lead and/or coordinate troubleshooting commissioning and start-up issues for onshore/offshore facilities. • Ensure Project, Owner and COMPANY guidelines and standards related to commissioning. This included HSE requirements, statutory laws and regulation i.e., DOSH, BOMBA, Competent Persons, etc. • Drive and/or lead Smooth Start-Up Program (SSP) and able to conduct Start-Up Alignment/syndication session with Asset Operating Unit • Drive and/or lead the execution of Commissioning and Start-Up of the Facilities until Performance Test Run 6. Endorse and/or approve Commissioning Readiness & Activity Checklist, Commissioning & Start-Up Schedule and Sequence 7. Drive and/or lead Assurance/Governance Programs, System Mechanical Completion & Turn-over and Punch Listing 8. Manage stakeholders (internal & external) and performance reporting. Able to provide guidance and advice as required to Owner. 3. Accreditation / Certification / Software to perform the function • Preferable to have experience in Project Completion Management System (PCMS) software i.e., OCMS, PIMS, WinPCS, OMEGA, Go CCMS etc. • Registered with CIDB. • BEM registered • PMP accreditation (added value, optional) 4. Job Purpose (Summarize briefly for job position) • Lead, strategize and manage overall onshore commissioning related activities during various project phases from conceptual, detail design, construction, pre-commissioning, commissioning and start-up for all development projects undertaken by PD&T in line with company policy/objectives to ensure reliable and successful implementation that is critical to project execution and operation needs. • Drive and manage the project and integrate all project activities during various project phases which consists of conceptual and Front-End engineering, detail engineering, procurement, construction, commissioning and start-up & operation effectively with full compliance to project specification, COMPANY Project Management System (PPMS) and relevant statutory requirements. • Monitor and track project performance (HSSE, cost, schedule, and quality) i.e., OTOBOS is meet by provide report and coordinate meetings with all discipline and stakeholder.
