- Job Purpose
This position focuses on the management and operational execution of recruitment and workforce planning initiatives, aimed at meeting the company’s immediate and long-term workforce needs. It actively contributes to designing and refining organizational structures, optimizing job roles, and enhancing recruitment processes and procedures. This role is also responsible for the development and maintenance of a strategically aligned workforce, ensuring the timely and cost-effective fulfillment of the company's workforce requirements.
2. Responsibilities
Recruitment and Workforce Planning Strategy Execution
Support the development and implementation of targeted recruitment programs and workforce planning initiatives that align with the company's strategic and operational goals. Involving conducting analysis of current and future company requirements, accurate forecasting of hiring needs, and the establishment of clear metrics to evaluate the effectiveness of programs and initiatives.
Organizational Structure Development
Conduct comprehensive reviews of existing organizational structures and work closely with department heads to review, design and implement organizational structures that enhance operational efficiency and support business agility.
Job Description and Job Evaluation
Develop and regularly update job descriptions to accurately reflect both current and evolving roles within the organization, aligning them with strategic objectives. Conduct job evaluations to classify each role based on its responsibilities, requirements, and organizational value. Ensure clarity, accountability, and equity across all positions, upholding both internal standards and external compliance.
Recruitment Process Enhancement
Evaluate and enhance recruitment processes to streamline candidate sourcing, selection, and onboarding. Introduce technologies and methodologies to improve candidate engagement and selection accuracy.
Strategic Workforce Alignment
Develop and maintain a dynamic workforce planning strategy that supports the organization’s goals and adapts to changes in the business environment. This involves identifying skill gaps, planning for succession, and ensuring a diverse talent pipeline to sustain innovation and growth.
Budget and Resource Management
Manage the budget allocated for recruitment and workforce initiatives, ensuring that expenditures on resource planning provide optimal return on investment. Negotiate with vendors and service providers to secure cost-effective solutions without compromising the quality of resources and services.
Performance Metrics and Reporting
Design and implement a comprehensive metrics system to track the efficiency and effectiveness of resource planning strategies. Regularly report these findings to senior management to inform strategic decisions and highlight areas for improvement in HR practices.
Stakeholder Collaboration
Collaborate with department heads and hiring managers to understand their hiring needs and provide strategic support to fulfill these requirements efficiently. This includes defining sourcing plans and programs to effectively meet the business's manpower requirements and ensuring alignment of organizational needs to manpower plans.
Responsibility Towards Safety and Health

Responsibility Toward Information Security Management System (ISMS)
To be responsible in protecting Gas Malaysia's information assets and to ensure that all breaches of information security, actual or suspected, are reported in protecting the confidentiality, integrity and availability of all information is maintained. To ensure that information is accessible by all employees according to their respective business needs and eligibility. To ensure that information is protected against unauthorized access and at the same time meeting the contractual, regulatory and legislative requirements.
3.Qualifications
- Bachelor’s degree in Human Resource Management, Business Administration, or a related field.
- Minimum 5 years of experience in human resources, specifically with a focus on recruitment, workforce planning, organizational development
- Highly committed and able to work independently in a fast-paced environment.
- Proactive, resourceful, systematic, and meticulous in approach.
- Good command of English & Bahasa Malaysia written and spoken.
