JOB SUMMARY

We are looking for a dynamic IT Governance Specialist to strengthen and animate IT teams in Malaysia for a global banking institution. This role focuses on implementing robust IT governance frameworks, driving the adoption of project methodologies, and ensuring alignment with corporate strategies and regulatory requirements. The ideal candidate will foster collaboration, streamline decision-making processes, and drive IT operational excellence.

KEY RESPONSIBILITIES

Governance Implementation

  • Design and implement an IT governance framework to ensure consistency, compliance, and efficiency across IT Infrastructure and Production projects.
  • Develop policies, procedures, and standards for IT governance aligned with global banking regulations and best practices.
  • Define clear roles, responsibilities, and accountability structures within IT teams to facilitate effective governance.
  • Monitor compliance with governance policies and provide recommendations for continuous improvement. Establish controls and processes to ensure adherence to compliance requirements.
  • Conduct regular audits and assessments to identify and address compliance risks within IT projects.
  • Collaborate with compliance teams to integrate regulatory changes into IT processes and ensure readiness for inspections or audits.
  • Design and implement an IT governance framework to ensure consistency, compliance, and efficiency across IT projects.
  • Develop policies, procedures, and standards for IT governance aligned with global banking regulations and best practices.
  • Define clear roles, responsibilities, and accountability structures within IT teams to facilitate effective governance.
  • Monitor compliance with governance policies and provide recommendations for continuous improvement.

Project Methodology Implementation

  • Establish and enforce standardized project management methodologies, including Agile, Waterfall, or hybrid approaches, to enhance project delivery and efficiency.
  • Develop and maintain templates, tools, and processes to support consistent project execution across IT teams.
  • Provide training and guidance to IT teams on best practices for project management and methodology adoption.
  • Evaluate and adapt methodologies to fit the specific needs of banking IT projects.

Team Animation and Engagement

  • Develop strategies to engage and motivate IT teams in Malaysia, promoting collaboration and a culture of innovation.
  • Organize workshops, town halls, and regular updates to ensure alignment with governance objectives, project methodologies, and team activities.
  • Act as a bridge between IT teams and senior leadership, ensuring that team contributions are recognized, and concerns are addressed.
  • Drive initiatives to build team capabilities, including training, mentoring, and leadership development programs.

Collaboration and Stakeholder Management

  • Collaborate with global and regional teams to ensure governance frameworks and project methodologies align with international standards and corporate objectives.
  • Engage with stakeholders across IT, business units, and regulatory bodies to understand requirements and implement tailored solutions.
  • Serve as the primary point of contact for governance and project-related queries in Malaysia.

Performance Monitoring and Reporting

  • Define key performance indicators (KPIs) to measure the effectiveness of governance frameworks, project methodologies, and team engagement activities.
  • Prepare detailed reports and dashboards for senior management, highlighting achievements, challenges, and areas for improvement.
  • Continuously evaluate the impact of governance processes and project methodologies, implementing improvements as needed.
  • Track compliance metrics and provide regular updates on compliance-related activities and risks to stakeholders.
  • Develop mechanisms to report non-compliance incidents, ensuring timely resolution and prevention of future occurrences.
  • Define key performance indicators (KPIs) to measure the effectiveness of governance frameworks, project methodologies, and team engagement activities.
  • Prepare detailed reports and dashboards for senior management, highlighting achievements, challenges, and areas for improvement.
  • Continuously evaluate the impact of governance processes and project methodologies, implementing improvements as needed.

QUALIFICATIONS AND SKILLS

Educational Background

  • Bachelor’s degree in information technology, Business Administration, or a related field. A master’s degree is a plus.

Experience

  • Minimum 10 years of experience in IT governance, project methodology implementation, or related roles within the IT banking or financial sector.
  • Proven track record in implementing governance frameworks, facilitating methodology adoption, and engaging IT teams.
  • Familiarity with banking or financial sector is desirable.

Technical Skills

  • Expertise in Project Management Office (PMO) functions, including resource planning, scheduling, and project tracking.
  • Experience in budget management and financial tracking for IT projects.
  • Ability to establish and enforce project governance standards and methodologies.
  • Proficiency in project portfolio management tools such as MS Project, Planview, or Clarity PPM.
  • Strong understanding of IT governance frameworks (e.g., COBIT, ITIL) and project management methodologies (e.g., Agile, Waterfall).
  • Proficiency in tools such as MS Office, Confluence, JIRA, or similar platforms for documentation and collaboration.
  • Knowledge of regulatory requirements and compliance standards relevant to the banking sector.

Soft Skills

  • Exceptional communication and interpersonal skills to engage with diverse stakeholders especially Top Management.
  • Ability to provide clear and concise updates to senior management on project status and governance.
  • Strong leadership and facilitation abilities to drive team engagement and methodology adoption.
  • Analytical mindset with the ability to assess risks, identify opportunities, and implement solutions.
  • Proven adaptability to manage dynamic project environments and shifting priorities.

Certifications

  • ITIL Certification
  • COBIT Certification
  • PMP (Project Management Professional) or equivalent
  • Certifications in Agile or Scrum methodologies
  • Certifications in banking operations or securities
