 Manage overall ship vetting process and is responsible for the effective and successful management of manpower, productivity, quality control and safety measures as established and set for the Ship Vetting Department Department Administration  Work closely with Assurance, Consultancy and others internal department.  Plan, prepare and execute daily/weekly/monthly ship inspection schedule for in-house and 3rd party  inspector.  Prepare, execute and control department budget. Develop annual budget for Ship Vetting Department in  order to maximize value creation of the department.  Recruit, select, train, assign, schedule, coach, counsel and discipline inspector, training inspector and  support staff.  Plan, prepare and execute the training for new and existing inspector.  Advice and recommend internal/external Charterers on the requirements of PETRONAS Technical  Standard (PTS). Ship Inspection and SIRE/BIRE Report  Evaluate/assess and recommend vessel acceptance based on Vessel Inspection System (VIS2.0) and Ship/Barge Inspection Reporting (SIRE/BIRE) database and provide mitigation action plan in compliance with OCIMF (Oil Companies International Maritime Forum) to ensure quick safety measurement and business decision. Maritime Operation Advisor  Advice and recommend internal/external Charterers on the requirements of PETRONAS Technical Standard (PTS) and benchmarking exercises with oil major practices towards achieving superior performing assets, safety and reliability.  Enforce PTS through regular inspection and auditing to ensure business reliability and sustainability. Networking, relation building and Communication  Establish, maintain and develop network and close rapport with external parties such as Charterer and Terminal and sharing information, ideas and other operational matters.  Establish, maintain and develop close rapport with PETRONAS internal Chartererss/terminals/ports operators/application level management, which inclusive sharing of information, ideas and other operational matters through providing forums, meetings and contacts at peer levels to achieve the Management overall objectives for improving the effectiveness of risk management. Capability Building  Develop and enhance personnel competency and determination in order to optimise deployment of Maritime resources to suit the needs of desired maritime capabilities and competencies throughout PETRONAS in ensuring that adequate skills and resources provided to undertake the maritime strategies initiatives.
