Overview:

The Manager, Employee Relations & Governance reports to the Head, Group Employee Relations & Governance. The incumbent’s main role & responsibility is a subject matter expert for Industrial Relations / Employee Relations, and to assist the Head, Group Employee Relations & Governance in managing Industrial Relations and ensuring compliance with corporate governance and employment laws for the Bank.

Key Responsibilities and Accountabilities:

Functional (job responsibilities)

  • Provide technical & advisory assistance to management, business units on matters relating to disciplinary procedures, industrial relations & employment law.
  • Assist the Head, Group Employee Relations & Governance in providing investigating support for disciplinary cases/whistleblowing escalations and recommending appropriate actions and interventions with a view towards enhancing controls and compliance.
  • Recommend appropriate strategy and provide intervention support to the business on people related initiatives.
  • Support compliance activities of the Bank.
  • Support engagement with stakeholders on industrial relations / labour matters.
  • Attend to reconciliation proceedings at Industrial Relations Department & litigation proceedings at the Industrial Court

Managerial (team/group responsibilities)

  • Support & assist the Head, Group Employee Relations & Governance in leading the Industrial Relations unit to provide key support to management & HR generalists.
  • Plan & review annual expenses budget, legal fees, contribution to union events, subscription payment and any other required expenses.
  • Effective partnership with external parties i.e. lawyers, officials from HR Ministry, Police, DOSH etc.

Organizational (organizational responsibilities)

  • Provide technical support in the area of Industrial Relations to Head, Group Employee Relations & Governance, Chief HR Officer & Senior Management of the Bank.
  • Advise on matters relating to dismissal, risk management on IR, union relations and authorities relating to Human Resource.

Jobholder Requirements:

Education/Qualification

  • Malaysian citizen
  • Degree in any discipline preferably in Social Science, Psychology, Law or Economics.

Experience & Skills

  • a minimum of 7 years in handling Industrial Relations in a unionized environment preferably familiar with Banking industry.
  • Strong knowledge of labor laws, regulations, and HR best practices.
  • Excellent communication, negotiation, and conflict resolution skills.
  • Proven ability to manage sensitive and complex employee relations issues.
  • High level of integrity, ethical standards, and professionalism.
  • Strong analytical skills with the ability to interpret data and provide actionable insights.
  • Ability to work independently and as part of a team in a fast-paced environment
  • Strong human relations, emotional intelligence, ability to interact with different levels of staff in the organization's social fabric.
