Head, New Build Infrastructure

Job Purpose

• Responsible for end-to-end project delivery, governance and quality assurance of new sites rollout, including formulation of processes & governance, oversight of site delivery from site acquisition to deployment.
• Ensure successful delivery of New sites Rollout projects within its portfolios while ensuring alignment of the deliverables across various department to achieve company targets as well as customer requirements.
• Responsible for developing a monthly rollout delivery plan in line with company’s financial and performance targets.
• Act as the main interface towards customers in providing a consolidated complete view of the various project deliverables and milestones under the customers’ respective accounts.
• Responsible to oversee the entire project cycle starting from initiation (pipeline forecasting and budget forecasting) to planning (project scheduling and resources) to execution (implementation, monitoring, controls, risks management & communication management) to closure.

Key Accountabilities

• Responsible for the overall new sites rollout delivery function, providing leadership, integration and management of New Sites Rollout processes and functions in order to improve the consistency and efficiency of EDOTCO project delivery.
• Lead the preparation of the annual budgets for site acquisition and deployment as per planned roll-outs for the respective customer(s).
• Develop annual deployment plans as BP targets, with clear breakdown for nationwide monthly planned deployments .
• Ensure tracking and reporting of project progress and monitoring of delivery of project as per committed SLAs, monthly targets and within budgeted costs.
• Work closely with Service Delivery team with the assigned customers and ensure the following; provide visibility into the plan, progress and risk of the project, and maintain an action item register and ensure good follow ups on all the action items.
• Analyze the project status and provide the appropriate reports and insights into the health, issues and risk of the project.
• Drive the usage of the project management tool and provide the corresponding visibility on the adoption as well as effectiveness of the tool.
• Drive process efficiency from the perspective of project and program methodology.
• Drive cost efficiency by working closely with various divisions within Group Rollout and Engineering, Technology and Operations to identify opportunities, devise an action plan and lead the execution of the plans.
• Carry out continuous risk assessment on the projects, maintain an issue and risk register and provide regular updates to management on the issues and risks including the corresponding actions.
• Audit site delivery quality in terms of site/ land quality, material quality, design & construction quality, vendor quality etc.
• Ensure compliances to processes by conducting periodic audits of process adherence and documentation, during the site audits.
• Responsible to manage and ensure successful rollout delivery of USP Rollout projects (Jendela, Clawback, etc).

Qualification, Skills & Experience

• Bachelor’s Degree in Engineering field.
• Project management professional certification will be an added advantage.
• Minimum 15 years of experience in Rollout management or senior project management role in telecommunication sector.
• A good leader with people skills and talents for managing and driving a team to achieve the goals.
• Knowledge of E2E project management skills related to network rollout.
• Strong team-player and collaborator with the ability to motivate others.
• Understanding of different management and leadership styles.
• Ability to act and think straight under time-pressure as well as to stay aligned with the company's strategy.
• Goal-oriented.
• Well-developed organizational, communication and numeric skills.
