Mission Details

  • Lead and review general HSE inspection of various departments within the organization.
  • Ensure effective PPE management system for the company. Review PPE matrix periodically or when necessary.
  • Establish and Ensure SWAT program in the plant is sustaining.
  • Responsible for all HSE matter for ACRM.
  • Involve in SMART program implementation. Attend all the meeting and provide input.
  • Organized Time for Safety from time to time.
  • Support and promote CSR program.
  • Involve in Process Safety program, audit, assessment, corrective action and improvement.
  • Coordinate Incident Investigation and Root Cause Analyses for required events such as Major Process Safety Events (PSE), Potentially Serious Injuries or Fatalities (PSIF), Recordable Injuries, Notices of Violation and High Potential events (HiPo).
  • Lead or support any audit (AIMS, IMS, Transportation, ECA, AsCare and etc.)
  • Plan and coordinate yearly HSE activities to support HSE Management System and meet objectives and target.
  • Coordinate HSE related training to support the knowledge, skill and requirements of employees and company.
  • Work with HRD to facilitate internal and external training related to HSE matter.
  • Oversee regulatory and corporate reporting such as but not limited to: REED, EFPI, OPTIM’O, Process Safety KPI, local Malaysia Regulations and periodic Arkema Survey data reporting on time.
  • Coordinate top management leadership and loss control tours and implement action plan for issues brought up during the tours.
  • Responsible for Security Control and management.
  • Assist HSE Executive to coordinate and manage Emergency Response Team activities.
  • Ensure CARE program execution and quality to meet the target.
  • Coordinate and manage the Management of Change (MOC) applications. Participate in Pre-Startup Safety Reviews (PSSR's), Management of Change (MOC) and Safe Work Permits (SWP) as a Health & Safety SME and highlight actions needed to comply with plant policies.
  • Ensure all data entry into plant KPI, ATLAS with integrity to reflect actual performance of the site.
  • Involve in PHA, ORA and ERA assessment and implementation.
  • Submit departmental monthly report and updating Plant KPIs scorecard on time.
  • Attend any training related to the roles.
  • Communicate to relevant government agencies except for media during emergency occurring at the workplace.
  • Participating (or delegate) in Pasir Gudang Emergency Mutual Aid (PAGEMA).
  • Take reasonable care for health and safety of himself and of other persons, to cooperate with superior, to wear or use personal protective equipment provided as appropriate and to comply health and safety instruction as stipulated under Section 24 OSHA 1994 and undertake the following loss control responsibilities.
  • Identify the potential hazards, gains, and the possible improvement.
  • Oversee the contractors’ qualifications, selections, HSE performance management.
  • Compliant with the policies, legal regulations, Arkema requirements, rules and procedures of one's sector applying to HSE.
  • As an accessor or approval (or delegate) for any risk assessment pertaining to activity inside the plant.
  • Ensure the action plan from the audit and activity are closed in timely manner.
  • Approval (or delegate) of new chemicals bring and use inside the plant.
  • Schedule, participate, and coordinate internal and third-party audits and inspections related to HSE topics including Process Safety, Env Permits, ISO Elements, Arkema Integrated Management Systems (AIMS).

Required Profile

  • Degree or above in Safety/Environmental or Chemical Engineering
  • Registered as Safety and Health Officer (SHO) with Department of Occupational Safety and Health (DOSH).
  • Good interpersonal and communication skill.
  • Strong knowledge in plant process safety and other safety program.
  • Good knowledge in HSE for chemical plant operations, engineering feasibility, design and modification.
  • Good knowledge in Management System, like ISO 9001, 14001 and 45001.
  • Good understanding of all legal requirements pertaining to occupational health, safety and environmental management.
  • Advantage if holding the competent person certification from any local authority like Department of Environmental (DOE), Department of Occupational Safety and Health (DOSH), National Institute of Occupational Safety and Health (NIOSH) etc.
  • Advantage if holding Certified auditors or trainer for Occupational Safety and Health, Environmental and Quality Management Systems.
