We are seeking an experienced Procurement Manager to lead and manage our procurement team for ACMV (Air Conditioning and Mechanical Ventilation) projects. The ideal candidate will have a proven track record in EPC and EPCM contractor environments, with extensive experience in sourcing HVAC equipment and materials both domestically and internationally. The Procurement Manager will play a critical role in ensuring the company’s competitiveness by sourcing the most cost-effective and high-quality materials, reviewing supplier quotations to ensure accuracy and technical compliance, and supporting both domestic and overseas business operations. Key Responsibilities: 1. Procurement Strategy & Leadership: o Develop and implement procurement strategies that align with company objectives for cost efficiency, quality, and timely delivery. o Lead the procurement function for ACMV projects, ensuring best practices in supplier selection, negotiation, and contract management. o Provide constructive input to enhance the overall performance of the procurement department, identifying opportunities for continuous improvement and growth. 2. Domestic and International Sourcing: o Source HVAC equipment and materials both domestically and internationally, identifying the most competitive suppliers while ensuring quality and compliance with project specifications. o Build and maintain strong relationships with suppliers from various regions to secure cost-effective pricing and favorable terms. o Stay informed of global market trends, pricing fluctuations, and new products to ensure competitive sourcing on a global scale. 3. Technical Specification Review: o Collaborate with the project team and Quantity Surveyors (QS) to review technical specifications provided by suppliers. o Ensure that supplier quotations align with the technical specifications given by the project or QS teams, allowing for accurate, apple-to-apple comparisons between suppliers. o Conduct detailed evaluations of supplier bids, identifying any discrepancies or technical variations, and ensure that all products and materials meet project requirements. 4. Team Management & Development: o Lead and mentor the procurement team, providing training and guidance to improve skills and knowledge within the team. o Foster a collaborative and results-oriented work environment to drive team performance. o Ensure proper delegation of tasks and oversee the team’s procurement activities, ensuring efficient processes and meeting project timelines. 5. Import & Logistics Management: o Manage the importation of materials and equipment, ensuring compliance with international trade laws, tariffs, customs regulations, and transportation logistics. o Oversee the coordination of shipping schedules, documentation, and delivery to meet project requirements. o Ensure the efficient and cost-effective transport of materials while mitigating potential risks such as delays or additional costs. 6. Vendor & Supplier Management: o Conduct vendor evaluations and negotiate contracts to secure the best terms, including pricing, delivery, and payment terms. o Develop long-term strategic partnerships with key suppliers to ensure continuous supply, quality improvement, and innovation. o Implement performance management for suppliers, regularly reviewing their performance and taking corrective action as needed. 7. Cost Control & Budgeting: o Work closely with project managers, QS team and finance teams to monitor procurement budgets, ensuring costs are kept within the approved limits. o Identify cost-saving opportunities through competitive sourcing, supplier negotiations, and alternative materials or processes. 8. Support for Domestic and Overseas Business: o Provide procurement support for both domestic and overseas projects, ensuring consistent procurement practices that meet project requirements regardless of location. o Coordinate with international business units to ensure smooth procurement operations in multiple regions. o Manage logistics for overseas procurement, ensuring compliance with local regulations and efficient material delivery to international project sites. 9. Reporting & Compliance: o Ensure accurate record-keeping and reporting on procurement activities, providing regular updates to senior management. o Maintain compliance with company policies, as well as legal, regulatory, and ethical standards in all procurement activities. o Develop and manage key performance indicators (KPIs) for the procurement team and suppliers. Key Requirements: • Experience: Minimum 8-10 years of procurement experience, with at least 5 years in a lead procurement role within an EPC or EPCM contractor firm, particularly in the HVAC or ACMV sectors. • Domestic & International Sourcing: Demonstrated experience in sourcing HVAC equipment and materials both domestically and internationally, with strong supplier networks. • Technical Specification Expertise: Ability to review supplier quotations and compare technical specifications to ensure alignment with project requirements and enable accurate comparisons. • Team Leadership: Proven ability to lead and train a procurement team, fostering a high-performance culture. • Import Expertise: Extensive experience managing the import of materials, including understanding of international trade regulations, customs, and logistics. • Industry Knowledge: Deep understanding of HVAC systems, equipment, and materials, including market trends and supplier ecosystems. • Strategic Thinking: Ability to provide constructive opinions and strategies to improve and grow the procurement department. • Support for Global Operations: Experience in supporting domestic and overseas business operations, ensuring compliance and smooth procurement across regions. • Education: Bachelor’s degree in Supply Chain Management, Business Administration, or a related field.
